Unfortunately, this means there isn't much left of your past kit that you can bring forward. Even your XT battery won't work on the T3i.

Typically, this doesn't happen. Your lenses will work, but you're upgrading both of those with this new kit. The good news is that both of these lenses are good enough that they'll survive you next upgrade.

Since that is true, is the Canon Rebel t3i and t4i still my best options?
When looking at the longer lens, if I stick with the rebel, do I need to make sure it has IS?

The Tamron 70-300 VC USD is stabilized. Canon uses "IS" ("Image Stabilization") to identify its stabilized lenses, while Tamron uses "VC" ("Vibration Compensation".)

To be clear, the Tamron 70-300 VC USD is stabilized, it's longer and about as good as the Canon 55-250 IS USM which is slightly cheaper, and it's almost as good as the Canon 70-300 IS USM which is a lot more expensive.

Also, since your are upgrading both your lens, you should be able to offset some costs by selling the Rebel and lens on Craigslist. Every little bit helps.
