more megapixels doesn't mean higher quality images - in some cases, having more pixels crammed onto a small sensor can lead to more noise and lower quality. light sensitivity is ISO, but the thing is that lots of cameras (pretty much all of them) allow you to raise the sensitivity till the images look like utter useless garbage, and i'm not exaggerating. so if you need low light, you'll want a bigger sensor or a faster lens.

what will you be taking pictures of? that's an important question for a variety of reasons. for example, how much zoom will you need realistically?

btw, you can get manufacturer-refurbished cameras direct from canon with a full one-year warranty, the same warranty you can get from a new camera. you can also get a used camera with either a 90 or 180 day warranty when buying used from bhphotovideo.com, keh.com or i believe adorama.com - i've bought used from bhphotovideo and keh repeatedly with good results.

The Sony A6000 would be a good choice, but if want it smaller and don't want to buy a good lens for the A6000, the Sony RX100 III is the best compact.

The SX700 has a 1/2.3" sensor, the one on the RX100 III is a much larger 1"sensor.
The Canon is not bad, but the Sony will be better, certainly in low light.
If you want a 30x zoom, take also a look at the Panasonic ZS50 (TZ70), has also a good EVF, wich can be helpfull in bright light or if you want to keep your camera more steady.
