I'm looking into a purchasing a new prosumer camera with the following features.
Excellent in cold weather for winter backcountry trips.
Quik start up and little time lapse between shots.
Rugged.
Relatively small.
4.0 mega or higher.
At least 3X optical, preferably higher.
Good battery life.
Ease of use so people can occasionally get shots of me too.
Able to have beer spilled on it at least twice.

Any suggestions

Olympus 300 Stylus.

Why:

Meets your needs and is built to resist water.

Also pick up Digipower 9000 DPS battery as backup battery.

Why:

Lithium based, performs much better in cold. Can do hundreds of shots on one charge.

Good luck
