You're entirely correct... Theses Jelly fish got left behind by the low-tide and with the warming sun they tend to inflate up with air like sausages:

Your shot is a Portuguese Man-O-War....Extreamly painful if stung by this guy and will leave scars for life...Even dead on the beach with dried tentacles, this guy will hurt you...Tentacles that have broken off and are floating in the water will get you...Not a good sea creature to mess with....If stung, get first aid fast...If you can't get first aid or don't have the kit, get someone to Pee on it...Yep, I said Pee on it...Trust me, as bad as the sting is, you won't mind a little PP...The ammonia in urine takes the sting out temperarly...He's really pretty, but really dangerous...
