Thanks John,Yes It is a radial blus as you have correctly pointed out.The method is simple.
1) Select the subject using a pen tool(my fev.) or extract filter.Ctrl + J ( make a copy on a layer)
2) Make a new Blank layer (Keep it selected)
3) Press the Ctrl and click on the subject layer( you get the "ant moving thing" on the image.
4)Now fill the blank layer with white colour( or whatever the colour of your liking).Now Ctrl + D (Deselect)
5) Filter - Blur - radial - Zoom Increasing the slider to 100 - press "Enter",your white layer will show radial effect
6) Press 2 -3 times Ctrl + F ( means you are applying the radial blur at the same parameter)Till you are satsified with the effect
